CIR v2.0 Core Argument — Cognitive Infrastructure Readiness
The Core Argument
Most organisations approach AI readiness as a technology question. Which model. Which vendor. Which use case. Which integration pattern.
The CIR framework starts from a different premise: AI readiness is a constitutional question.
By constitutional, I mean: before you can deploy an intelligent system responsibly, you need to have made a set of foundational decisions about authority, accountability, and alignment — decisions that do not change with each deployment but that govern all deployments. These decisions are your organisation’s AI constitution, whether you have written it down or not.
The problem: most organisations are deploying before they have made these decisions. They are discovering their implicit constitution through failure.
What Cognitive Infrastructure Is
Cognitive infrastructure is the institutional capacity to think, decide, and act well — individually and collectively — in the presence of intelligent systems.
It is not the same as:
- Technical capability (can you build it?)
- Data infrastructure (do you have the inputs?)
- AI literacy (do your people understand the concepts?)
Cognitive infrastructure is the connective tissue between all of these and actual decisions. It is the answer to: when the AI says something unexpected, who has the authority and the judgment to respond appropriately?
An organisation with weak cognitive infrastructure has:
- No clear chain of authority for AI-assisted decisions
- No mechanism for surfacing alignment failures before they become public failures
- No documented theory of how their systems should behave under pressure
- No live monitoring of whether systems are doing what they were intended to do
The Readiness Assessment
The CIR v2.0 assessment covers five constitutional dimensions:
1. Intent Specification Can you articulate, in writing, what your AI systems are optimising for — not at the feature level but at the organisational intent level?
2. Authority Architecture When the system produces unexpected output, who has authority to act? Is that authority clear to everyone in the chain?
3. Alignment Monitoring What is your live mechanism for detecting when the system’s behaviour has drifted from intent? How quickly can you detect and respond?
4. Governance Scalability As you deploy more systems, does your governance architecture scale with them — or does it remain fixed while exposure grows?
5. Failure Mode Literacy Do your decision-makers understand the specific failure modes of the systems they are accountable for — not in technical detail, but at the level of consequence and response?
Why This Is a Constitutional Problem
You cannot bolt governance onto a system that was designed without it. The constitution must come first.
This is the central failure pattern in institutional AI deployment: organisations adopt capable systems, discover that capability is not the same as trustworthiness, and then try to retrofit governance onto an architecture that was not designed to support it.
The retrofit almost never works completely. The gaps it leaves are where the reputational and legal exposure accumulates.
